I know that there is one package called "pk"
which can be found from any mirror site of R

It seems not a very
complete packge for NCA. It does AUC and other some
basic. Here is its doc

If you want to
do complete NCA, you need to learn how to call
its built-in functions. Unfornately our package,
PKfit, does not have NCA function at all. PKfit
does nonlinear regression with some built-in
models fitting. Strictly speaking, there is
no NCA package for R right now, as far as I can
remember. However, it should be very easy to
build one for it. BTW, I don't know if there is any
for S-plus.
